What you need to know before importing a used car

Importing used cars from Europe and the USA remains one of the most popular ways to purchase a car with a good configuration and a transparent history. However, at the import stage, many owners face a problem that they learn about after the purchase: the car does not meet the certification requirements in Ukraine.

The key condition for legal registration is compliance with the Euro-5 environmental standard and compliance with a number of technical standards. Without this, the car will not be able to pass certification and will not be allowed to be registered. That is why it is important to understand what inspections are required and what to pay attention to before buying.

What is the Euro-5 standard and why is it important

Euro-5 — is an environmental standard that defines the maximum permissible level of harmful emissions into the atmosphere. Its goal is to reduce the negative impact of cars on the environment and human health. Compliance with this standard is a mandatory condition for the certification of most passenger cars in Ukraine.

The Euro-5 regulation controls the level of the following emissions:

  • CO (carbon monoxide)
  • NOx (nitrogen oxides)
  • CH (hydrocarbons)
  • PM (particulate matter, relevant for diesel cars)

Since 2016, new and imported used cars must comply with the Euro-5 standard in order to successfully pass the certification procedure and subsequent registration.

Why is a preliminary inspection of a car important before purchase

One of the most common mistakes is to believe that any car from the EU or the USA automatically meets the Euro-5 requirements. In fact, this is not the case. Some cars from the USA have different environmental standards, and European cars may be released for the domestic market with different technical settings.

That is why checking a car for Euro-5 compliance before purchase allows you to assess the risks in advance and understand whether the car will be able to pass certification without expensive modifications.

During the inspection, the following are analyzed:

  • VIN code and factory equipment
  • engine type and emission control system
  • condition of the catalyst and filters
  • exhaust system indicators and diagnostics via OBD

Adaptation of lighting equipment — mandatory certification stage

Even if a car fully complies with environmental standards, it may not pass certification due to non-compliance with lighting technology. This is especially true for cars from the USA, where other lighting and signaling standards apply.

During technical adaptation, the following often need to be modified:

  • headlights (beam angle and type of light diffuser)
  • rear turn signals, which in Ukraine must be yellow
  • rear fog light
  • turn repeaters
  • side markers (in most American cars they need to be changed or turned off)

Without correct adaptation of the lighting equipment, the car will not receive a certificate of conformity, even if it is in good condition in all other respects.

Stages of car certification in Ukraine

The certification procedure consists of several sequential steps. Strict adherence to this algorithm allows you to avoid delays and repeated inspections.

  • preliminary diagnostics and assessment of compliance with requirements
  • technical adaptation (lighting, seat belts, license plate mounting, indicators)
  • confirmation of the Euro-5 environmental standard
  • execution of a protocol and certificate of conformity
  • subsequent registration at the Ministry of Internal Affairs service center

Typical reasons why a car fails certification

In practice, we regularly encounter the same problems that cause a refusal to issue a certificate of conformity.

The most common of them:

  • removed or faulty catalyst
  • missing or damaged DPF filter
  • headlights without European "E" marking
  • red rear turn signals (typical for the USA)
  • missing rear fog light
  • problems with VIN identification
  • incorrect "chip tuning" of environmental systems
